This is one of the towns that was formed with immerse foundational impulse in the 14 century that resulted to 70 % of the Biscayan municipalities. The consulate was created after an order by queen Joan of Castile in 1511. It was made the capital city in 1602. It was one of the main stages of the Carlist wars
